Among the most important factors that influenced Cleveland's dealings with the Cuban Revolution were the disputes that arose within the US Congress over who controls the direction of US foreign policy towards Cuba. Cleveland's authority was challenged on several occasions and he stubbornly refused to submit to the will of Congress. He accepted that, as he maintained a calm and stable position in the face of a very volatile situation regarding Cuba.
