This research aims to shed light on Grover Cleveland's foreign policy during the years of his administration 1885-1897 ، He highlighted the most prominent foreign policies he adopted during his years in the American administration، especially with regard to foreign policy towards Cuba ، Cuba's problems are considered one of the most important American foreign problems that faced the Grover Cleveland administration With worry and anxiety . Among the most important factors that influenced Cleveland's dealings with the Cuban Revolution were the disputes that arose within the US Congress over who controls the direction of US foreign policy towards Cuba. Cleveland's authority was challenged on several occasions and he stubbornly refused to submit to the will of Congress. He accepted that, as he maintained a calm and stable position in the face of a very volatile situation regarding Cuba.
