This research aims to: 1- Develop an educational program based on Imam Zayn al-Abidin's Treatise on Rights to foster moral development among primary school students 2- Determine the effectiveness of an educational program based on Imam Zayn al-Abidin's Treatise on Rights in fostering moral development among primary school students. To investigate this, the researchers formulated several null hypotheses: 1- There are no statistically significant differences at the 0.05 level between the students' mean scores on the moral development scale before and after the implementation of the educational program. 2- There are no statistically significant differences at the 0.05 level between the students' mean scores on the moral development scale in the post-test and the delayed test. The researchers used the experimental method for their research procedures, which included an independent variable (the educational program) and a dependent variable (moral development). They also adopted a single-group experimental design with pre- and post-tests to control the research variables. The research population consisted of fifth-grade female students in government primary schools affiliated with the Babil Education Directorate during the 2024-2025 academic year, totaling 7,935 students. After administering the moral development scale to a sample of 175 students for statistical analysis, the researchers selected 12 students from the summer camp of the Family Guidance Center in Babil, affiliated with the General Secretariat of the Holy Shrine of Imam Hussein, as the primary sample. To achieve the objectives of the current research, the following tools were necessary: 1- The researchers constructed the moral development scale, following the required steps for scale construction. The researchers relied on Kohlberg's theory of moral development. The scale consisted of 35 items, each with three answer choices. Female students. 2- The researchers developed an educational program based on Imam Zayn al-Abidin's Treatise on Rights to foster moral development among primary school students. The program consisted of (20) sessions. After implementing the educational program, the researchers reached the following conclusions: 1- There were statistically significant differences at the (0.05) level between the students' mean scores on the moral development scale before and after implementing the educational program. 2- There were no statistically significant differences at the (0.05) level between the students' mean scores on the moral development scale in the post-test and delayed test. Based on the above results, the researchers formulated several conclusions, recommendations, and suggestions
