The Canadian government took it upon itself to raise the level of education, whether primary, secondary and university, after the issuance of the Canada Federation Act of 1841, and continued for several decades to develop settlements, legislation and financial allocations in the two parts of the province and at the same time satisfy the national and religious pluralism, which put it under the pressure of the Canadian components, and as a result it faced repercussions no less than other aspects such as confusion in the work of ministries, but extended its echo until the Declaration of the Dominion of Canada in 1867
